“Like all Kraft pulp mills, this facility emits air contaminants of various types, including but not limited to: oxides of nitrogen, carbon monoxide, sulfur dioxide, volatile organic compounds (some of which are highly odorous) and particulate matter less than 10 microns in size (PM10).In addition to criteria pollutants, the facility also emits toxic air contaminants, or substances which have been identified by California Air Resources Board (CARB) as having the potential to cause adverse health effects such as cancer, birth defects, neurological damage, and other fatal diseases.”
“Evergreen asserts that due to reasons beyond its control, current mass emission rates from the Lime Kiln exceed the existing permit limit(s) as follows:
Lime Kiln – 0.21 gscf and 1.4 lb/adtp.”
“During 2004 the Samoa Pulp Mill was owned and operated by Stockton Pacific Enterprises.While under this ownership, compliance source testing was performed in November/December 2004.The tests identified the Lime Kiln as operating in noncompliance above the permit limits with the following emissions:
Lime Kiln- 1.29mlbs/adtp and 1.36 lbs/adtp
The source tested particulate emissions averaged 33% above the existing permit limits. …This testing also identified operational violations of the Smelt Dissolver Scrubber.”
“During August 15ththrough 18th, 2005, Evergreen performed additional compliance testing on the Lime Kiln. Results of the three tests identified the Lime Kiln operating 30% to 60% above the permit limit of 1 lb/adtp. The August source test results ranged from1.3 lb/adtp to 1.6 lb./adtp, and averaged 1.4 lb/adtp.”
